RMP compliance

Looking for help in training personnel about Risk Management Program (RMP) requirements? The Fertilizer Institute (TFI) is offering myRMP, a Web-based tutorial about this EPA regulation that affects ag retailers that store certain quantities of ammonia. MyRMP personalizes the RMP experience and allows facility personnel to understand the requirements, reports the Asmark Institute, which administers the tutorial for TFI. The program, offered free of charge to TFI members, is written in laymen's terms and allows participants to study at their own pace.

TFI reports that myRMP is a revised version of the “Retail Guidance Document for Agricultural Retailers.” TFI members can access the program by visiting www.tfi.org, clicking the myRMP link, and entering their TFI member log-in and password.

Facilities that store or handle 10,000 lbs. or more of anhydrous ammonia as well as facilities that store or handle 20,000 lbs. of aqua ammonia in a concentration of 20% or more are included in the RMP rule. Approximately 15,000 facilities in the U.S. are subject to the requirements of the RMP rule, according to myRMP.

The RMP rule is intended to prevent serious chemical accidents that could affect the public health and the environment. The rule is also intended to improve the response to accidents that do occur.

MyRMP points out that there are three levels of RMP requirements based on the relative potential for public impacts:

  • Program 1. Facilities with processes that would not impact the public in case of a worst-case release.

  • Program 2: Facilities that are not eligible for Programs 1 or 3 fall into this level. Agricultural retailers are typically Program 2 facilities.

  • Program 3: Facilities with processes considered to be manufacturing or subject to the Occupational Safety and Health Administration's Process Safety Management Standard.

MyRMP includes the following features for assisting with the compliance of Program 2 risk management plans: retail guidance manual for Program 2 facilities; tutorial and personalized written operating procedures; mechanical integrity manual; RMP hazard review form and instructions; RMP compliance audit form and instructions; and incident investigation form.
